Yup, but I'm almost sure they used photo cameras instead of video ones.
Basically, with enough cameras, tripods and a good PC running photoshop one would create neat effects such as that. It takes some serious time though
I've always wanted to do a shooting where I set up a bunch of camera's in a public setting and just take random people walking. I wish I had the money and the resources to do it because I would make it happen if I did.
